This is a relatively common design for multi-family housing around the turn of the 20th century and
extending approx. up to the 1920s. While containing elements that had become vernacular by the
1910s, they have their origins in the Victorian-era of styles. The overall massing of the building is
common of Vernacular multi-housing design; a rectangular plan (likely dictated by the house lot)
with a gable roof.
The bay windows and large and frequent use of windows were an 1830s/40s Gothic
Revival/Italianate Style development that allowed greater inclusion of natural air and light into the
home (allowed by the improvement of heating technologies). Under that same idea, covered porches
were also developed around this time as an 'outdoor room' of sorts. By the time of this home's
construction in the 20th century, the porches were likely the only private outdoor space available to
the tenants of each unit given the proximity of the houses around it and the maximization of the lot
used in the building's footprint.
The separation of the first and second floors with a horizontal band below a course of flared
shingles have their origins in the Aesthetic movement that drove a lot of Victorian-era design. The
differing use of siding between the first floor (clapboards) and the second floor (shingles) is part of
this design aesthetic. The porch columns (the handrail system has been replaced) and the watertable
located right above the foundation are elements of the Colonial-Revival Style which developed at the
tail-end of the Victorian era. The window trim, roof cornice and rake, and other band moldings as
they exist upon the house today (2024) look to be original. The original gutters have been lost.

Initial Ownership
According to city directories, 21 Wisteria did not exist until 1914. It does not appear on the 1911
Salem atlas, except as one of three adjacent lots owned by Joseph L. Simon at the time. When the
property changed hands from the Simons to Allen H. Bennett in April 1912, the deed language does
indicate a certain parcel of land “with the buildings thereon.” Thus I would judge the property as
built circa 1911-1912 for Joseph L. Simon and Nellie Simon. The Simons were both Russian Jewish
immigrants, who later identified as Polish in the 1930 census. Joseph worked as a cigar manufacturer
and junk dealer at the turn of the century, and later became a realtor.
David Winer (also a Russian Jewish immigrant) was the longest owner of 21 Wisteria, and
one of the only owners to live in the house. 21 Wisteria in particular (as compared to 21A Wisteria)
has had a large number of tenants, frequently changing on an annual basis. City census records list
Winer as a store owner and salesman of cigars, paper, and twine, as well as a skin marker in a leather
factory.
